Profile of Women and Children Protection Brigade

The Brigade is dedicated to the missions of a service and preventive nature and incorporated for the purpose of protecting women and children safety within the Bureau’s jurisdiction and enhancing the self-defense ability of women and children, in order to keep women and children away from fear, hurt and violence, and in hopes of arousing the social public concerns about women and children safety and also creating harmonious social atmosphere.
The Brigade was founded on September 1, 2005.  A total of 23 members were enrolled under the original organization.  For the time being, there are a total of 14 members consisting of one chief, one deputy chief, one section chief, one section assistant, two squad leaders, three detectives, one sergeant and four police officers.

Operations & Functions:
I. Domestic violence prevention:
1. Accept domestic violence cases, help victims apply for protective order, execute the protective order, help production of the victim safety plan, protect victims’ personal safety, escort victims to collect personal belongs at home, control the offenders, and attend and visit victims;
2. Provide victims with the relevant interest and safety protection;
3. Apply for protective order with court on behalf of victims who are likely to suffer domestic violence;
4. Implement the protective order execution control mechanism, prepare the control record for follow-up, and document and record all relevant information;
5. Arrest and take into custody domestic violence inflicters;
6. Implement the dedicated domestic violence prevention officers system at various branches, install community domestic violence prevention officers at police stations, and promote and supervise performance appraisal system.
 
II. Children Protection:
1. Install the women and children safe life space information site to provide women and children with the information about domestic violence prevention, propagation events, platform for reporting public security-concern locations, public security map and caring service stations, et al..
2. Help schools produce the list of caring service stations, and perform the duty to protect school children’s personal safety at school and after school.
3. Accept (process) children personal safety protection cases, report the cases to the competent social authority of the local government within 24 hours, document the cases individually, and adhere to confidentiality strictly.
4. Strengthen the policemen’s reporting for high-risk families, and enhance the policemen’s sensitivity, discrimination and responsible attitude toward the reporting.
 
III. Women and Children Safety Declaration:
1. Enhance the crime prevention declaration and women personal safety protection policy actively in communities, entities, schools and societies.
2. Instruct simple self-defense technique and sexual assault risk management programs.
3. Boost the declaration widely in accordance with various policies.
 
IV. Sexual Assault Prevention:
1. Accept sexual assault cases, and escort victims to receive diagnosis, collect evidence and make statement.
2. Control sexual assault cases, and follow up investigation, mode of investigation (e.g. Take photos on site, escort victims back ton the crime scene, days of transfer, prosecution and judgment
3. Adhere to confidentiality when dealing with sexual assault cases
4. Control registration and check-in of inflicters of attempted sexual assault under custody
5. Monitor and control inflicters of sexual assault in communities
 
V. Children and Juvenile Sex Trade Prevention:
1.Plan the job responsibilities dedicated to the rescuing daisy program, and enhance inspection and raid action against any special places likely to engage in pornographic business and impair children and juvenile physically and mentally
2. Investigate information about sex trade distributing online, media, violence and collateralization of children and juvenile sex trade
3. Organize seminars for police officers’ performance of duty to enhance the police officers’ professional competence effectively
 
VI. Sexual Harassment Prevention:
1. Accept sexual harassment cases
2. Analyze the pattern (type) of sexual harassment and propose the prevention actions
3.Control sexual harassment cases within the jurisdiction
4. Promote sexual harassment prevention education and declaration
 
VII. Women and Children Hazard Prevention:
1. Plan various professional training programs dedicated to women and children hazard prevention
2. Gather statistics of and analyze the number of women and children safety cases, number of inflicters (victims), and status of crimes periodically, and release the information about women and children hazard in a timely manner.
